1. IMPLEMENTATION OF IAS 38 IN WEST REGION OF ROMANIA ECONOMIC ENTITIES

Abstract: Romanian economic entities accounting is marked by the process of globalizing of financial markets and the need of information among creditors witch count on the robustness, transparency and comparability of financial reports in order to efficiently allocate available capital. In case of Financial Reporting, national difference prevent efficient of financial resources and in this way increasing the risk and the cost supported by investors. In this paper we try to emphasize the role of a new and more sustainable accounting and how this community awareness takes into consideration when West Region Economic entities price their business for attracting new investors or convincing creditors? Even dough intangible assets are very important to any company, a great percentage of managers, in the area in which we conducted our study, do not have an adequate understanding of how their brand or trade mark and customer portfolio influence the value of their businesses. The implementation of International Financial Reporting Standards plays an important role in the revival of the economy trough attracting capital and supporting markets. For obtaining this capital Romanian West-Region economic entities need investors or creditors witch make decisions relying on the information available regarding the companies and the majority of this information is presented in the financial statements. The most concerning problems that economic entities in the West Region of Romania are facing are the access to finance, which in this times of slow recovery after a great economic and financial crisis represents the greatest threat to their future, not to mention that finding customers is always a challenge especially for small and medium size enterprises. Abstract: The issue of information quality is a key stone concept in the accounting world, as it supplies the ground for the decission making process. In the context of financial reporting convergence, this concept has went through a number of changes, in order to reach a general form understandable and suitable to all national accounting traditions aiming for IFRS adoption. The current paper presents the evolution of the concept, from its originating Anglo Saxon form, to the continental approach; offering at the same time an overall picture of the current generally accepted classes of characteristics and stages of adoption in the western world.

Abstract: International financial reporting standards and especially the new IFRS 9 standard represents a important change in the business model of the banking sector because moving from a incurred credit loss model to a expected credit loss model translates into fundamentally changing the provisioning g methodology In this paper we aim to answer the question from what's the probability that a default has occurred to what's the probability that a default will occur, to highlight the importance of understanding securitization of banking assets. The economic and financial crisis demonstrated the importance of regulation in the banking sector, regulations which can lead to a better management of risks, balance between loans and deposits and many more. The securitization of banking assets represents a financial innovation which has a long history in the capital markets. IFRS 9 represents the biggest accounting change in the last years in accounting.

Abstract: In this paper, we try to outline some of the concepts that led me to thoroughly analyse the correlations between the state and the many legal systems established and maintained by national legal provisions, international legal norms or community law norms. Of course, the approach remains to be done on the ground of the legal phenomenon, a component of the social structure, made out of it, from one point of its evolution so far. It is a reference point and it is irreversible marked by the apparition of the state, a political phenomenon without which law could not be supported and explained. Highlighting the relationship between state and law is not a new issue in jurisprudence, what is new in its approach is the legal plurality generated by different legal stances in which the state, as a source of national rules of law, may be: national state, state - subject of international law, European Community State. We will focus, for the moment, on the national state and national law order.

5. ASPECTS RELATED TO THE BALANCE OF THE PUBLIC PENSION FUND IN ROMANIA

Abstract: The issue of pensions and social security system is particularly important in Romania and in the European Union. The incoherent politics conducted over time by the governing political parties made the balance of the pension funds that cover an important category of the population - the elderly, even more fragile. A series of factors not necessarily related to social policies conducted by countries have a strong impact on the sustainability of the pension system. We hereby refer to the demographic factors, the dependency ratio, the unemployment rate and the average guaranteed net salaries. Among the incoherent policies conducted by the state we mention the change of the retirement age, the disrespect of the principle of contribution and the existence of special pensions, the faulty indexing of pensions, the fight against tax evasion in the field. The result is an imbalanced pension fund and the need to cover the pension fund by other taxes and duties. This imbalance cannot exist on long term, the credibility of the system being put in danger. Thus, there would be appropriate to take emergency measures including encouraging the development of voluntary pension system, the flexibility of the labour market and not at last a demographic policy focused on increasing the birth-rate.

Abstract: This paper examines the impact of working capital management on financial performance in diverse industries Tehran Stock Exchange deals. To find the relationship between working capital management and performance variables financial Pearson correlation and regression is cumulative. Among the listed companies Tehran Stock Exchange, those members of the industry, automotive and manufacturing machines and equipment which were chosen within the specified time. The research showed that the relationship between working capital management and financial performance of the companies in the machinery and equipment while the industry is not significant for materials and products "and" vehicle parts manufacturing -> the results showed that a significant positive relationship between working capital management and profitability there are.

Abstract: The analysis of potential problems that can confront the entity is focused on the prospective, anticipatedcharacter of the process of substantiating the decisions, that represents the central moment of any management process. The special importance of the decision-making process requires a constant concern for its improvement, for strengthening the entity's ability to develop quality decisions that would lead to increased efficiency and competitiveness. In this regard, the conducted research focuses on studying the decision-making process, focusing on certain decisions, addressing and differentiating relevant and irrelevant issues with reference to costs, expenses and income - using practical situations. The article presents an investigation based on documenting bibliographic sources regarding the decision-making process and the relevant information.

Abstract: Improving and expanding factoring in our country depends largely on the legal and economic provisions regulating this type of business, and also the existence of literature on indigenous targeted these modern business nowadays. Functioning market economy requires the use of both traditional classical instruments of financing and special ones that were created in order to provide the liquidity necessary to conduct economic activities of companies. A special tool is factoring financing. This article aims on the one hand, summarizing the evolution factoring in the global economy, and on the other hand, procedures to harmonize the legislation on factoring operations.
